You can use "Audacity". I use it all the time. Its really small program, but its useful.

I Know (I Just Figured That Out) But My Problem Now Is When I Saved My Sound Loop It Becomes "example.aud" But It Had To Be ".wav" Or ".ogg" I Also Tried To Put It Like This "example.wav" But It Still Doesnt Work

When ur done editing the sound file you must go to:
file->Export->Save As->ogg or wav

i prefer audacity you can edit your fav songs add some bassboost
But here's the official Audacity's LAME Encoder link: http://audacity.sourceforge.net/help/faq?s=install&item=lame-mp3 (with info and stuff).
One question: you use Audacity b1.3.6 or b1.3.7 or (not beta) v1.2.6?
