It would be helpful if you told us which forum software you use. Also I'm not sure if I unserstood right: You want to create a sub-forum like "Off Topic" in this Forum, don't you?

If you use PHPBB2, you have a link below your forum called "Admin-Lounge" or somthing like this (I use the German version ;))
This link is only visible when you already logged in as an Admin (that means > Log in as Admin if you didn't before!)
There pops up a frame to the left. Look for a header called "Forum". Click the link "Settings" below.

The rest should be easy understandable

I hope you got a phpbb-administration, but it could be something else.

for phpbb:
-login in control panel / admin-area
-click in the left frame on Board/Forum->Settings
-you get a new site with an Editbox and a button "new category"
-tip a new name in the Box (e.g. General) and click on the button
-site reloads. You get a table with an editbox, a button "new board" or "new forum" and some fency links. The old Box & Button are under the table
-tip a new name in the first editbox and press the button, then fill a form for some special infos (only "Description" is important), then press the button "Create new Board/Forum"

if this doesn't your needs, plz make a screenshot of your controlpanel and upload it to your webspace or send it to me via email so I can upload it, and we can check out what to do.

try to save it as a jpeg, not as a bmp.
Bitmaps are not made for the web.

In the section 'Forum control' are the points New Forum and New Category. I think this should be what you search for.

I dont know the forum, but maybe you creat category which are only available for registered members oder the admin of the board? but when you are logged in, you must see it, when you have created it correctly.

Okay, I registered a test forum. Here the tested HowTo:

> Click on "New Category". You get a Input Mask.
> Tip in a Name. Change the Combobox to "Visible" if not preset
>Click on Create. You'll get to "Forum Overview"
> Click in the left Menu on "New Forum". Another Input Mask will be shown
> In the First Combobox, select the Category made in the first steps. Set the second Combobox to "Active" if not already done
> Tip in the next inputbox the name, into the Textarea a description, if you want one, but only name ist important
> look over the next options and change some if you need to
> Now to permissions. Same like the other options. Check boxes as you need. Mostly used settings:
Read: all checked
Reply: Admin, Member and (perhaps) Validating checked
Start: Admin, Member and (perhaps) Validating checked
Uplad: Admin and Member checked
> Click on "Create this Forum"
> go to forum index
tada! you should see a category with one forum. Add more as needed.
