If you use PHPBB2, you have a link below your forum called "Admin-Lounge" or somthing like this (I use the German version ;))

yes thats exactly what i want to do to make a general thread in wich the users would post theyr threads here is my forum here is the link for my forum

I hope you got a phpbb-administration, but it could be something else.
for phpbb:
-login in control panel / admin-area
-click in the left frame on Board/Forum->Settings
-you get a new site with an Editbox and a button "new category"
-tip a new name in the Box (e.g. General) and click on the button
-site reloads. You get a table with an editbox, a button "new board" or "new forum" and some fency links. The old Box & Button are under the table
-tip a new name in the first editbox and press the button, then fill a form for some special infos (only "Description" is important), then press the button "Create new Board/Forum"
if this doesn't your needs, plz make a screenshot of your controlpanel and upload it to your webspace or send it to me via email so I can upload it, and we can check out what to do.

bizzl ok il make a creenshot and try to upload it but im not so sure it would work out cuz its 2 mb image 

try to save it as a jpeg, not as a bmp.

In the section 'Forum control' are the points New Forum and New Category. I think this should be what you search for.
i tryed that but when crete a new category its invisible
nometter if i crete or not it stay on no categories

I dont know the forum, but maybe you creat category which are only available for registered members oder the admin of the board? but when you are logged in, you must see it, when you have created it correctly.
