First; is this in milliseconds? Because it returns 220 for an M4A1, and that just doesn't appear to be what it is. M4A1's reload in like 800 milliseconds or so.

So what's wrong with the reload parameter? Or do I just not understand it?

50 frames ^= 1 seconds
220 = 4,4 Seconds
[as long my calculations were right]

Edit:
I tested it, its less than 3 Seconds
