My solution is:
Creating a new user on windows doesn't allow you to perform every program on other users (administrators) that are given. Try a re-download, run as administrator (or upgrade your self to an administrator), or use firefox.
However, Anas, we should get more information when you create a question, like: Where you made the account? Etc. Lol @ Tobah's answer. And how the fuck can I distinguish if he is French or Moroccan? Is Moroccan even a language? Lol.
Yeah, it says he is Moroccan on his profile, but the language he posted is French. Sorry mate, but you just failed to fail the failing (or smth like that

Quickly switch to Firefox. Faster, safer, popular, fully customizable and the list goes on... but to solve your problem you should download latest stable version, which in the time I am posting this is 3.6.15. There's also 4.0 but it is in development (Beta) and I've tried it: it is buggy, unstable and has annoying 'surveys' to send feedback.

Not you. Was talking about the guy who posted this thread. When I pressed the "Reply" button you actually didn't posted yet, but when I finished writing my reply (took a bit too long because I was searching for a decent fail image) you already replied.
But that doesn't matter now and besides, it is off-topic. Lets focus on the topic now. @Arnas What system are you using? 7, Vista, XP, Linux, Mac? Maybe you need to install Google Chrome(link) for all users, not just one. Hence text "I created a new user account on my pc" hmm, so basicly you'd need to login on the account you installed it on to be able to use google chrome? I really have no clue at all, but I think so. It should however work although it's installed for another user, how strange. 
You could try installing google chrome for the user account you've newly created, that would fix the problem.
