By the Steam rules, is it illegal to use the .gcf files not owning the game? E.g. if I want to use CS:S GCF files without buying CS:S for models and maps in Garry's Mod, is it actually against the rules and bannable?
You should ask steam support this question (it works for me), not sure if they'll answer your question but I'm quite sure they have a "General" tab, or similar for random questions that people can go ahead and do, just go ahead. Afterall steam support has helped me get rid of a asian hacker who had been compromising like TONS of accounts on steam, yes, even me gets hacked from time to time (the internet is what it is, right).
The asian hacker compromised user accounts on steam through some sort of "spider"-tool or whatever it is. It was on the news a while ago, I now have and use a much complex + safer password that I can remember quite decently (muscle memory is under rated).
Valve should make their games available in CD form, with all content on it and make it require a CD to play the game instead, it's the only way to create a decent game from my opinion. Why hide game files inside of GCF files? indeed that makes no sense to me.

That's the sense about a "game cache file".
And you own css without buying css? weird.. I think the support would think, that you downloaded css from some pirate sites. So.. that's not a good idea. And I know, that GMOD check for the first, if you own css. If not, then gmod don't load the files. Also extract the files would not work (I tested it on a LAN-Party for other friends).
I don't own CSS, I didn't buy CSS, nor did I download pirated CSS. A friend of mine uses that method okay, GMod loads the files. I'm gonna try that real quick.
Yeah I think that is illegal. Are you using a map editor, is it for GMOD? I know for certain that hammer is part of the orange box and you shouldn't have it unless you bought the orange box.
GMOD comes with models and stuff, I'm almost certain you can't just drag that into your gmod directory and use it.

Eh you can download Source SDK by Steam and get usefull stuff, like model poser and hammer editor for source games.
I dont have Gmod10, but I heard you can extract stuff from other source games into gmod10.

Yeah you only need 1 game such as counterstrike to get the gcf files from counterstrike. I don't think it's legal to use file from games you do not own.
