PPP Adapter Media Unoperational?

Ok this is my first problem that cause all modem doesn't want to connect. This is happend when i'm opening Windows Apps that using internet(I'm using Windows 8.1 bdw) then i disconnect from internet, then this is happend.
As you can see, PPP Adapter is in Unoperational state.
When trying connect, it gives me Error 720.
All modem drives are in their latest version(because driver that came from the modem doesn't compatible with Windows 8)
The only solution that fix this is to Log-out then Log-in back. But it sometimes make me angry because while i'm using internet then it disconnected, it gives me this error, and it take long time to load all the tabs(speed 64Kb/s).
I have 2 modem but that error also makes my second modem don't want to connect.
I don't want to see "re-install" solution, do you think it's easy to restore all of my installed applicaton?
