you can't buy it you only can find it. they are lying around on some maps (not on every map of course!). walk over them in order to collect them (you need to drop your primary weapon before if you have one). Afterwards you can use it like a normal weapon.

Yes.
Some Maps have got Laser, like dm_laser.
