MrBojangles: well if server started in a dedicated you can use rcon : rcon kickplayer , rcon banip/usgn/name .You can also download Lua scripts from file Archives , from here (unrealsoftware).

I can protect your server from speed hack that's for sure and pretty easy
You can make limits to building entrance and few buildings
